The Deputy Assistant Secretary (DAS) for Economic Affairs reports to the Assistant Secretary for Policy Development and Research and is delegated the responsibility for: providing economic analyses and intelligence for the use of the Department; analyzing the economic and financial aspects of legislative proposals and the Department's programs and policies; assessing costs of alternative solutions to housing and mortgage finance problems; analyzing areas of national housing needs, as well as their interrelationships with Departmental and Federal programs and the national economy. The DAS for Economic Affairs provides policy guidance, supervisory and technical control over five divisions: Economic Market Analysis Division; Housing and Demographic Analysis Division; Housing Finance Analysis Division; Program Parameters and Research Division; and Public Finance and Regulatory Analysis Division. MAJOR DUTIES AND RESPONSIBILITIES As DAS, the incumbent is the principal advisor to the Assistant Secretary for PD&R and to the Secretary in the fields of macroeconomic conditions, local housing market conditions, economic analysis of regulations, and housing finance. Specifically, these duties include: Analyzing the economic impact of the Department and other Federal legislative proposals, including impact of changes in tax laws on housing and financial markets Providing economic information and analyses and policy recommendations to the Assistant Secretary for the use of the Secretary, Deputy Secretary, and other top officials of the Department Directing surveys of national housing conditions, mortgage markets, and interest rates, and provide recommendations for Departmental policy and program analyses Preparing housing market analyses, results of simulation models, industry housing market models, taxing and finance models, evaluations, and policy recommendations Providing support to the Assistant Secretary in coordinating the development of national economic and taxation policies with other Federal Agencies Providing support for the Assistant Secretary's functions as Departmental representative on Federal interagency economic and statistical task forces Coordinating training, providing technical and policy assistance to Regional and field economists in carrying out their review function for Housing and Community Planning and Development Programs
