This position is located in the Office of the Deputy Assistant Secretary for Special Needs, Office of Community Planning and Development. The Office of Community Planning and Development (CPD) supports the Department's efforts to help create cohesive, economically healthy communities. CPD is responsible for maintaining current information on housing needs, market conditions, and existing programs, as well as conducting research on priority housing and community development issues. The Senior Advisor for Homelessness in the Office of Special Needs (OSN) plays a pivotal role in shaping and guiding the department's strategic response to homelessness. This position is responsible for providing expert advice, conducting thorough research and analysis, and working closely with various stakeholders to develop innovative and effective solutions to address homelessness and increase self-sufficiency. Major Duties: The incumbent is responsible for the following: Assist in the development and implementation of strategic plans to address homelessness. Support the setting of measurable goals, objectives, and outcomes to guide federal homelessness initiatives. Collaborate with senior leadership to ensure alignment of homelessness strategies with broader CPD and HUD goals. Analyze local, state, and federal policies related to homelessness, including housing, healthcare, public safety, and social services policies. Provide expert recommendations for policy development and advocacy efforts aimed at reducing homelessness and increasing self-sufficiency. Collaborate with federal and state agencies to coordinate and influence policy at multiple levels of government. Build and maintain strong relationships with key stakeholders, including government agencies, nonprofit organizations, community leaders, and individuals experiencing homelessness. Foster collaboration and collective action by convening partnerships and coalitions aimed at addressing homelessness. Serve as a liaison between CPD and external partners to ensure alignment of efforts across sectors. Assess the effectiveness of existing homelessness prevention and intervention programs at the local, state, and federal levels. Identify areas for improvement and recommend evidence-based practices and strategies to the DAS for Special Needs. Contribute to the development of performance metrics and evaluation frameworks for homelessness programs. Provide training, technical assistance, and support to CPD staff, external partners, and stakeholders to enhance their understanding of homelessness issues. Build the capacity of partner organizations to address homelessness through workshops, training sessions, and resource development. Foster knowledge-sharing across CPD and external entities to strengthen collective efforts. Develop and implement public awareness campaigns aimed at mobilizing support for solutions. Collaborate with CPD's communications team to promote messaging that highlights effective homelessness interventions. Work with community leaders and public relations teams to raise awareness of key issues related to homelessness. Monitor and advise on the collection, analysis, and reporting of data related to homelessness outcomes and trends. Provide insights into data-driven decision-making to support continuous improvement in homelessness prevention and intervention efforts. Collaborate with the Office of Policy Development and Research to ensure data supports strategic planning and program evaluation. Advocate for policies and resources at the local, state, and federal levels to address the root causes of homelessness. Make recommendations to ensure access to affordable housing, healthcare, supportive services, and other key resources for individuals experiencing or at risk of homelessness. Work with advocacy groups and policymakers to drive legislative and funding initiatives. Perform other duties as assigned.
