HR Manager

Key Responsibilities

  • Lead the full spectrum of Human Resource functions, including recruitment, payroll, compensation & benefits, performance management, training, and employee relations.
  • Oversee the management of foreign workforce matters, including Work Permit and S Pass administration, dormitory arrangements, and regulatory compliance.
  • Develop and implement HR policies, procedures, and initiatives aligned with business objectives.
  • Advise Management on manpower planning, talent development, and employee engagement strategies.
  • Ensure compliance with the Employment Act, MOM regulations, and other statutory requirements.
  • Manage employee disciplinary matters, grievance handling, and workplace investigations.
  • Support annual performance appraisal, salary review, promotion, and succession planning exercises.
  • Liaise with government agencies, external vendors, and training providers on HR-related matters.
  • Prepare HR reports and manpower analysis for Management.
  • Lead and mentor the HR team while driving continuous process improvements.

Requirements

  • Bachelor's Degree or Diploma in Human Resource Management or related discipline.
  • Minimum 5 years of HR experience, preferably in the construction industry.
  • Strong knowledge of Singapore Employment Act, MOM regulations, and payroll administration.
  • Experience managing foreign workforce matters and work pass administration.
  • Familiar with HRIS and Microsoft Office applications.
  • Excellent interpersonal, communication, and problem-solving skills.
  • Able to work independently and manage multiple priorities in a fast-paced environment.
