Prepares and standardizes pre-award acquisition and sales packages, ensuring all documentation is developed in accordance with Federal Acquisition Regulation (FAR), agency policies, and environmental laws.
Leads a team in gathering, analyzing, and defining technical requirements by coordinating with internal and external stakeholders, including environmental subject matter experts and military service customers.
Serves as a subject matter expert on requirements generation, independently developing and refining standardized processes, templates, and guidance for the creation of hazardous waste disposal service contracts.
Conducts market research and applies a wide range of analytical methods to improve team effectiveness and work products.
Advises and trains Action Officers, program managers, directorate personnel, and team members on requirements development and compliant documentation methodologies.
Communicates the organization’s strategic vision, distributes and balances workload, monitors progress, reviews completed work for quality and timeliness, and resolves complaints for 3 or more direct reports.
Acts as primary liaison between technical offices and contracting/sales divisions during the pre-award phase, resolving ambiguities and ensuring a seamless transition of the requirements package.
