Management and Program Analyst
The incumbent serves as a Management and Program Analyst on the Executive Management Operations (EMO) staff for the Office of Mission Support (OMS). Provides guidance and assistance in matters of management practices and procedures related to personnel administration, human resources management, HR data management and statistical reporting, office program planning work, administrative and support services, and management improvement studies.
Specific duties include: - Analyzes human resource requirements and capabilities for current and projected workloads; tracks authorized and assigned workforce; keeps management informed of workforce authorization issues. -Assists in OMS HR program and conducts quality control, data analytics, workflows and process creation/reviews for OMS HR under the general direction of the Executive Management Officer and the EMO Supervisor HR GS-14. -Provides the Director, EMO Directorate and EMO Deputy with work that is independently and thoroughly reviewed for accuracy, context, spelling, appropriate format, and grammar. Audits, and when required, ensures all assignment requests submitted are complete and ready for executive-level reviews and concurrences. -Provides training in recruitment, classification, onboarding and sponsorship, performance management, awards programs, employee engagement, surveys, and use of approved software and tracking systems/software for personnel action requests. -Experience in oral and written communications that are used in preparing and delivering verbal presentations and briefings to organizational, departmental, National-level Government Agencies, senior military and civilian leadership, and Congress, based on external requests for information. To include thorough reviews in the application of proofreading and editing communications with the proper use of grammar, spelling, context, punctuation, and formatting. -Provides effective data analysis to establish trends and gaps of inefficiencies for supervisors and hiring officials in areas of recruitment and staffing for effective decision making. -Attends regularly held meetings with Human Capital Services' HR Specialist and Supervisor to ensure all OMS hiring and pending personnel actions are accurately reviewed and completed, data captured and scheduled for timely processing. -Serves as the intercessor between OMS Directors, Supervisors, and Subject Matter Experts in providing sound recommendations, advice, and counsel for short-and long-range planning and information IAW applicable guidance, instructions, directives, laws, etc. -Effectively manages and coordinates special projects and/or initiatives within OMS and VA/VBA Central Office. Initiates, plans, and conducts management studies in such areas as, but not limited to, operational and organizational performance. Builds strong and productive relationships with other VA/VBA Central Office entities to reach project objectives and achieve mutually desired goals beneficial to VBA. -Responsibilities include establishment of tracking mechanisms, both automated and manual, and development of requirements for automated tracking means. Uses systems and methods for tracking, managing, and daily reporting. Work Schedule: Full time, Monday through Friday Compressed/Flexible: Not Available. Telework: Available.
