Program Specialist

This position is located within the Nursing Services, Miami VA Healthcare System. The purpose of the position is to assist in the analysis, evaluation, and improvement of administrative and operational workflows that support organizational goals. The incumbent serves in a developmental assignment at the GS 9 level, performing work that is designed to build the necessary knowledge, skills, and abilities to function independently at the GS 11 full performance level (FPL).

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Position Description/PD#: Program Specialist/PD084970 Relocation/Recruitment Incentives: Not Authorized Permanent Change of Station (PCS): Not Authorized Employee will be assigned to the Patient Care/Nursing Service, serving as a Program Specialist. The selectee will perform a variety of analytical and administrative tasks that relate to program evaluation, data review, reporting, and workflow analysis. Assignments at the GS 9 level are developmental and are narrower in scope compared to the GS 11 FPL. As competency increases the incumbent receives assignments of greater complexity and independence consistent with target grade expectations. Duties include, but may not be limited to the following: Plans and conducts special projects or studies to analyze, evaluate, and provide recommendations on administrative issues. Plan and prepare for meetings including scheduling, mailings, and coordinating travel and lodging arrangements and special events. Manage and prepare responses to a wide variety of correspondence on behalf of the organization. Schedule appointments and meetings and provide agendas and background information. Maintain all paper and electronic files in the office and retrieve needed documents, reports and messages. Serve as the initial point of contact for all telephone and personal contacts. Serve as timekeeper for multiple staff members and a large number of consultants. Organize reports for presentation and record minutes for meetings. Investigates and responds to employee grievances and customer dissatisfactions to resolve conflicts, when necessary, represents management at labor management meetings, provides information, resolves conflicts, and/or problems that may arise and assures management officials are familiar with the negotiated agreement. Perform other related duties as required. Preferred experience: 2-3 years of experience in administration, recruitment, retention, and employee recognition. Skilled in coordinating and facilitating recruitment and recognition awards, managing fund distribution for scholarship programs, and working with contracts while collaborating with internal and external stakeholders.
