Prosthetic Representative(Assistant Chief)
The Prosthetic Representative is located at James A Haley VA Hospital. The Prosthetic and Sensory Aides Service(PSAS), provides comprehensive support to optimize health and independence of the Veteran services are provided within various settings. The PSAS administer, supervise or perform work concerned with rendering prosthetic and sensory aids services & equipment to eligible patients as well as various Prosthetic Specialty Programs.
The applicant serves as a Prosthetic Representative (Assistant Chief); sharing full responsibility with the Chief for supervising all phases of prosthetic operations. The incumbent serves as Chief of the service in the Chiefs absence. The applicant serves as an expert advisor analyzing, evaluating, planning, developing, and administering work concerned with prosthetic and sensory aids services to patients throughout the VHA. Major duties include but are not limited to: Serves as a Prosthetic Representative (Assistant Chief) completing a variety of supervisory and non-supervisory prosthetic and sensory aids assignments, projects, activities independently to meet PSASs long-and-short term program goals. Plans, develops, and directs a Prosthetic and Sensory Aids Program at the national, VISN, or local level. Advises the VA Central Office for the development of PSAS policies and manages and provides national-level oversight to a VISN or facility PSAS program to achieve VHA's overall mission goals. Leads projects and project teams on activities related to prosthetic and sensory aid activities. Completes a variety of non-supervisory ad hoc projects and assignments personally as needed. Manages a health care program that provides home medical equipment, rehabilitation services, home oxygen, visual or hearing impairment devices, assistive technology, orthotics, or prosthetics. Oversees the staff completion of contracting requirements, procurement, and inventory management assignments independently to prepare and authorize purchase orders for a wide variety of prosthetic and orthotic devices. Collaborates with clinical staff and Supply Chain Management to ensure surgical implants are Federal Drug Administration (FDA) approved; Collaborates with clinical staff when devices and equipment require repair or replacement and takes necessary actions to resolve issues. Understanding of statistics, budgeting, contracting, procurement, human resources and the NPPD, inventory management and a knowledge of the Prosthetic national software package. Analytical ability, social awareness, tact and diplomacy, and good communication skills. Anticipate the need for action and possess the ability to deal effectively with individuals and groups and to adjust to difficult or stressful situations. Develop local Organizational policies and procedures consistent with national policies and procedures. Develop Statement of Work for service contracts. Establish long and short term program goals. Responds to a variety of correspondence i.e. contractors, Home Oxygen program issues, congressional inquiries; Chairperson in local facility committees, workgroups, teams. Assess and provide technical guidance concerning equipment and benefits to beneficiaries and other health care workers. Adjusts work load and develops performance measures; Implements new local and national guidelines; Develop tools that allow monitoring of a quality assurance program. Analyze, review and evaluate the results of various monitors and databases Confers with contractors and other health care workers Inform veterans and family on different appliances services available Coordinates specialty programs which include clothing allowance, Home Oxygen, Automobile Adaptive Equipment, Home Improvement Structural Alterations (HISA) Determine eligibility; Review medical and administrative files of veterans; Interview veterans and inspect prosthetic equipment /appliances. Authorize benefit payment and reimbursement Conduct home and vendor visits Inspect and recommend approval of contractor prosthetic shops Implement JC standards of care Coordinate specialty clinics Represents the department in public relations activities i.e. lectures, town halls, and in-services Administers personnel management rules, regulations, procedures Plans, schedules, reviews work including projecting and forecasting Responsible for effective utilization of all resources Plans and estimates budgetary requirements Executes and controls established spending plans Sets guidelines and procedures to assure safe work environment and use of safety equipment; Keep abreast with current issues in the health care industry and technological advancements Develop functional statements, performance standards, and competencies Work Schedule: Monday-Friday, 8:00am-4:30pm Telework: Not Available Virtual: This is not a virtual position.
