Summary of the Role

The position of Regional Associate Manager, Supply Chain Operations, located in Singapore, is accountable for managing supply chain activities throughout the TAP region. The central focus includes Governance of Warehouse and Distribution activities, conducting Network Studies, and driving process improvements for optimization.

Role Overview:

  • Warehouse & Distribution Governance: Oversee regional warehouse and distribution KPI governance, including SLA tracking, QBR input preparation, and management of action logs.

  • Coordinate and execute end-to-end rollout of EDI Connections across TAP entities and third-party logistics (3PL) partners.

  • Lead Network Studies: Manage data collection and validation to ensure timely project completion, providing critical insights for strategic decision-making.

  • Logistics and Freight Service Management: Collaborate with internal stakeholders and logistics providers to ensure accurate volume submission for annual strategic negotiations while maintaining governance standards and accountability.

  • Trade Compliance:

  • Defense: Maintain strict adherence to all import/export regulations, customs laws, trade sanctions, export controls, and specific regulatory requirements per country.

  • Utilization: Identify opportunities for preferential Free Trade Agreement (FTA) utilisation.

The Regional Associate Manager will proactively engage with cross-functional teams to implement best practices, uphold compliance with established procedures, and identify opportunities for operational enhancement. The successful candidate must demonstrate strong communication skills, effective execution of strategic initiatives, and adaptability to evolving business needs, supporting the efficiency and resilience of the regional supply chain network.

Key Functions / Responsibilities

1. Freight Management

  • Bid Management: Oversee end-to-end bid processes, including freight lane consolidation, bidding, evaluation, and selection.

  • Manage freight partner/mode decisions with stakeholders using the Global RFQ process via TenderEasy.

  • Provide ongoing support to supply chain teams and act as the escalation point for lane data, pricing issues, and disputes.

  • Review and streamline TAP ocean and air lanes landscapes, challenging the status quo.

  • Collaborate with Logistics Service Providers to enforce governance and ensure accountability.

2. Logistics

  • Centre of Excellence – Create regional SOPs for import and export policies.

  • Documentation Management – Prepare and manage all necessary customs documentation, including invoices, packing lists, and shipping certificates, to ensure compliance with international trade regulations.

  • Regulatory Compliance – Ensure adherence to domestic and international trade laws, including customs regulations and tariffs.

  • Communication – Liaise with suppliers, freight forwarders, and customers to arrange shipments and resolve issues that arise during the shipping process.

  • Tracking Shipments – Monitor shipment status and proactively manage any delays or complications.

  • Contract Negotiation – Work with shipping companies and suppliers to negotiate rates and contracts, aiming to reduce costs while maintaining service quality.

3. Custom Compliance

  • Review and streamline existing brokerage approach and responsible to identify partners to be regional partners.

  • Import/Export Compliance Ensuring adherence to all applicable import and export regulations, including customs laws, trade sanctions, and export control regulations.

  • Compliance Monitoring Monitoring internal compliance controls, conducting regular reviews, and providing recommendations for improvements to prevent policy violations.

4. Supply Chain Operations & TAP SCM Special Project

  • Implement a Control Tower to identity key review matrices and standardize review approach

  • Analyze, Review, and Redesign existing Supply Chain Operation processes for optimized outcomes.

  • Review TAP Order Management structure and optimize where applicable.

Education & Experience

  • Bachelor’s degree in supply chain management or Logistics.

  • Min 5-7 years of experience in Logistics and Supply Chain, including import/export processes.

  • Experience at an operation level and 3PL project management

  • Regional/cluster experience is highly preferred

  • Strong knowledge of International Trade Regulations, customs regulations, trade compliance laws, and export control regulations

  • Proficiency in SAP and ERP Knowledge of relevant software systems used in logistics and trade compliance. Understanding of Global Tender Tool TenderEasy is a plus.

  • Align with ICT and Finance teams to drive process and system improvements.
