Senior Engineer - Technical Due Diligence

The role provides technical advisory and due diligence support to the Middle East Energy & Infrastructure Advisory practice, with a focus on Power Generation and Water Treatment projects. The position supports PPP / project‑financed assets across the full project lifecycle, including feasibility, development, financial close, construction, and operations.

The candidate should possess hands‑on experience in at least two of the following sectors: Desalination (SWRO), Sewage / Effluent Treatment Plants, Renewable Energy (Solar PV, Wind, BESS), Conventional Power Generation (CCGT, OCGT).

Experience in PPP projects is mandatory.

  • Deliver Technical Due Diligence (TDD) services for PPP power and water projects.

  • Act in roles such as Lender’s Technical Engineer, Independent Engineer, and Transaction Advisor.

  • For Renewable energy projects, candidate is expected to understand Energy Yield assessment and its impact on Contracts and Financial model.

  • Support feasibility studies, FEED, benchmarking, cost analysis, and performance validation.

  • Review functional specifications, datasheets, layouts, and engineering drawings.

  • Perform technical review of PPAs, EPC, O&M, and LTSA contracts.

  • Monitor construction progress, review method statements, attend FATs, and prepare progress reports.

  • Maintain an awareness of technological advances and industry best practice

  • Invoicing and contracts understanding

  • Attend and contribute in team and project meetings.

  • Reporting and monitoring of site progress to Project manager / client.

  • Review and preparation of monthly and quarterly construction progress reports.

  • Provide technical support to utilities, developers, lenders, governments, and investors.

Key Competencies / Skills

Mandatory Skills

  • Working experience in Consulting sector on power and water projects (> 5 years).
  • Experience of any of Thermodynamic Power Plant Cycle, Energy Yield assessment in Solar PV and Wind projects, SWRO Desalination, Sewage treatment plant Analysis.

  • Knowledge of Contracts in Public Private Partnership Projects of Power and Water sectors

  • Understanding of Financial Models, CAPEX and OPEX benchmarking

  • Design review of power and water plants (process, mechanical and BOP).

  • Ability to work under pressure with minimal supervision to achieve tight deadlines.
  • Validation of specific calculation procedures.

  • Willing to travel overseas for project meetings.
  • Familiarity with relevant international standards.

  • Excellent oral and written communication skills.

  • Good computer skills

  • Excellent report and email writing skills.

Desired Skills

  • Knowledge of GT PRO, Thermodynamic Modelling, PV Syst, Wind Pro, SWRO Design, MBR/MBBR based STP design is an advantage

  • Knowledge of contract management in IPP/IWPP/IWP/ISTP projects is an advantage

  • Knowledge of cost of power and desalination plants/equipment is an advantage

  • Essential: Bachelors degree in Mechanical/Electrical/Civil/Chemical engineering with minimum 5 years of relevant experience. Candidate must possess experience in technical due diligence of PPP Projects.

  • Preferred: A post graduate degree in Business Management or PG Diploma in construction management or PMP/PRINCE 2 or other relevant PPP certifications.
