Supervisory Personnel Research Psychologist (Hiring & Employee Experience Division Director)

This position is located in the Department of Housing and Urban Development, Office of the Chief Human Capital Officer.

The Office of the Chief Human Capital Officer (OCHCO) serves as the primary authority for human capital management at the U.S. Department of Housing and Urban Development (HUD). OCHCO leads department-wide human capital strategy and operations to support a mission-ready workforce through the delivery of integrated services across the full employee lifecycle. As a Supervisory Personnel Research Psychologist (Hiring & Employee Experience Division Director), you will: -Plan, develop, and direct the implementation of Department-wide policies, programs, and activities. -Direct subordinate staff in the establishment of goals and objectives, work planning and organization, work assignments, and personnel management responsibilities. -Direct the development and validation of selection tools for General Schedule and Senior Executive candidates, including: structured interviews; cognitive and non-cognitive assessments; biodata instruments and experience inventories; and physical ability tests. -Conduct job analysis and test development in accordance with regulatory and statutory guidelines governing the field of employee selection testing to include the Uniformed Guidelines on Employee Selection procedures. -Oversee research and protocols relating to the study of the complex multivariate constructs that underlie human functioning and abilities; and research to support the development, strategies, and metrics needed to promote the overall success of HUD's organizational and workforce development and retention programs.

A one year supervisory or managerial probationary period may be required. Must successfully complete a background investigation. Public Trust - Background Investigation will be required.
