ARCHITECTURE PERMITTING MANAGER (SEMICONDUCTOR CONSTRUCTION)

- Working Hours: 5 days per week (Mon to Fri: 8:00 AM – 5:30 PM)
- Willingness to commit to extended hours and night shift when required
Job Description:
- Manage and coordinate all permitting and authority submissions for semiconductor and industrial projects
- Drive permitting and authority approvals to support timely TOP / CSC and uninterrupted project execution
- Act as the main point of contact between Client, Qualified Person (QP), consultants, contractors, and authorities
- Advise project and design teams on authority requirements, building codes, and fire safety regulations
- Prepare, review, and coordinate authority submissions, including drawings, technical documents, waivers, deviations, and appeal cases
- Manage submissions, consultations, inspections, and approvals with BCA, SCDF, NEA, and other relevant agencies
- Identify regulatory and design non-compliances early and coordinate mitigation measures with consultants and project teams
- Track permitting status, authority comments, and approval timelines to ensure alignment with project milestones
- Review architectural, MEP, structural, shop drawings, construction drawings, and method statements for compliance with authority-approved plans
- Coordinate and close out authority comments arising from design, shop drawing, and construction stages
- Support construction teams during site works to ensure ongoing regulatory and authority compliance
- Coordinate and lead authority inspections, including SCDF and TOP / CSC, and manage punch list close-out
- Coordinate TOP / CSC submissions and support handover and commissioning activities
- Maintain proper records of all authority submissions, approvals, waivers, and correspondence
- Provide ongoing permitting and regulatory advisory support throughout design and construction stages
- Any other ad-hoc duties as assigned.
Requirements
- Bachelor Degree in Architecture, Architectural Engineering, Engineering, Building or equivalent
- Minimum 10 years of experience in permitting / authority coordination in Singapore
- Proven experience in semiconductor, pharmaceutical, chemical, or industrial manufacturing projects
- Strong hands-on experience with BCA, SCDF, and NEA submissions and consultations
- Proven experience in handling waivers, deviations, and appeal cases
- Experience coordinating with Qualified Persons (QPs) and EPCM consultant
- Experience in reviewing shop drawings and construction-stage submissions
- Good understanding of Singapore building codes, Fire Code, and regulatory requirements
- Able to manage multiple submissions and fast-track projects concurrently
- Meticulous, detail-oriented, and solution-driven
- Able to work independently and communicate effectively with multiple stakeholders
- The candidate must be fluent in both Mandarin and English to communicate effectively with internal teams and external stakeholders
