Budget Analyst
About the Position: This position is located in the Resource Management department at 673rd Medical Group, Joint Base Elmendorf-Richardson, Alaska. This is a Direct Hire Solicitation. A relocation incentive may be authorized. Federal employees in Alaska are currently entitled to receive a 1.49% Cost of Living Allowance (COLA) in addition to the base salary. This is subject to change.
Prepare detailed analysis of annual and/or multi-year budget estimates into a consolidated budget request.
Prepare narrative justification for projected funding needs and assure that requests are formally and accurately documented.
Monitor the use of budgeted funds through continuing dialogue with program officials and their staff, and examination of accounting records.
Review obligations, expenditures, reimbursable orders, and requests for allotments for verification.
Conduct trend analysis and make recommendations for transfer of funds to cover increases in obligations or when expenditures fall below established limits in medical and appropriate line programs.
Provide guidance and assistance on budgeting and related information.
Approve or disapprove budgetary actions submitted by lower echelons.
Function as a source of expert advice on medical program cost estimating through briefings and consultations with staff or customers.
Apply analytical techniques (e.g., cost-benefit analysis, zero base budgeting (ZBB), amortization, depreciation, planning-programming-budgeting, program evaluation review technique (PERT), etc.) to evaluate conflicting program and budget data.
