EMERGENCY MANAGEMENT SPECIALIST (TITLE 32)

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a EMERGENCY MANAGEMENT SPECIALIST (TITLE 32), Position Description Number D2224P01 and is part of the IL 126, National Guard.

As a EMERGENCY MANAGEMENT SPECIALIST (TITLE 32), GS-0089-9, you will execute the Emergency Management (EM), Chemical Biological Radiological Nuclear (CBRN), and Hazardous Material (HAZMAT) emergency response, logistics, and training programs. Major Duties - This is NOT an all-inclusive list: Assist in the development and coordination of plans and procedures for implementation and execution of the 126ARW Emergency Management Plans and Directives. Review existing plans to ensure EM planning and response actions are included in the Anti-Terrorism Force Protections (AT/FP), Medical Contingency Response, Disease Containment Plans, state and local plans (as applicable), Emergency Operations Center (EOC), and CBRN Control Center checklists in accordance with Occupational Safety and Health Administration (OSHA) directives, National Response Framework (NRF) organization, National Incident Management System (NIMS), and the Air Force Incident Management System (AFIMS). Assist in the development of adequate disaster preparedness measures to minimize the effects of natural disasters and/or major accidents and incidents. Conduct annual review of Memoranda of Agreement/Memorandum of Understanding (MOA/MOU) and Mutual Aid Agreements (MAA). Analyze and identify EM capabilities and any shortfalls and/or limitations. Assist in conducting initial/recurring training for functional areas of EM. Record and maintain documentation of training in electronic and/or automated system(s). Help to develop 126CES EM and flight in-house training schedule. Maintain Emergency Management response equipment, training resources, and supply inventories. Establish and maintain flight property. Ensure inventory of equipment is captured in the Automated Readiness Information System (ARIS) database and provide status updates as directed.

This is an excepted service position that requires membership in the Illinois National Guard and in the military grade listed in the announcement. May be required to successfully complete a trial period. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. If an Optional Form (OF) 306, Declaration of Employment is submitted prior to the point of a conditional offer, questions related to background information section may not be asked. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. Positions covered by this PD must be reviewed for proper "Testing Designated Position (TDP)" coding to comply with the AF Civilian Drug Demand Reduction Program (AFI 44-107). Position is required to maintain classified documents; therefore, requires a security clearance. Participation in direct deposit is mandatory.
