Duties & Responsibilities
- Lead and supervise the Operations Team (Welfare/Operations Officers) to ensure smooth and effective halfway house operations.
- Develop and review strategic and operational plans to enhance centre performance and resident care.
- Ensure daily routines, resident movements, and overall safety measures are implemented and adhered to consistently.
- Monitor resident muster and movement trends; investigate and respond to irregularities or security breaches.
- Conduct or oversee preliminary investigations into incidents; recommend disciplinary actions where necessary.
- Uphold workplace safety and health (WSH) standards in accordance with internal protocols and regulatory frameworks.
- Ensure facilities, logistics, equipment, and resources are adequately maintained for optimal functioning.
- Coordinate with Case Workers and programme teams to ensure alignment between rehabilitation goals and operational execution.
- Provide leadership, mentoring, and performance management to operations staff.
- Submit regular reports to the Head, JHH on centre incidents, staffing, logistics, and compliance matters
- Serve as the liaison with emergency services and external vendors related to safety and security.
- Network and collaborate with external agencies to share best practices and strengthen service delivery.
- Represent the Home in meetings, conferences, and networking events with government bodies, welfare organisations, and partners.
- Support and participate in Jamiyah Halfway House and Jamiyah Singapore’s events and functions.
- Undertake additional responsibilities assigned by management, including duties beyond normal working hours when necessary.
Requirements
- Diploma or Degree in any discipline.
- Minimum 5 years of relevant experience in operations management, security, facility management, or government institution, including supervisory responsibilities.
- Proficiency in Microsoft Office (Word, Excel, PowerPoint, Access); working knowledge of data analysis and basic reporting.
- Strong team management, conflict resolution, and disciplinary management capabilities.
- High ethical standards, integrity, and commitment to organization mission and values.
- Able to interpret trends and data to develop appropriate operational responses.
- Willingness to respond to emergencies after hours and be on call when needed.
