Management and Program Analyst

The Office of Environment, Health, Safety and Security (EH) is the Department's central organization responsible for health, safety, environment, and security. It provides corporate-level leadership and strategic vision to coordinate and integrate these vital programs. EH is responsible for policy development and technical assistance; safety analysis; and corporate safety and security programs. EH advises DOE Senior Leadership on all matters related to environment, health, safety and security across the complex. The EH Office of Data Strategy and Performance collects, analyzes, and shares performance data and event experience from mission-critical operations across the DOE complex to improve environmental, safety, and health performance at DOE sites; provides training, consultation, and assistance to support mission accomplishments across the entire DOE enterprise; and works proactively with DOE Headquarters and Field Offices to identify and resolve shared issues and to foster continuous improvement and health and safety excellence. As a Management and Program Analyst, you will be responsible for the stewardship of programs that support the prevention of high-threshold adverse operational events across the DOE Enterprise. You will: Oversee and administer agency-wide programs dedicated to preventing high-severity operational accidents, specifically the Accident Prevention and Investigation Program (APIP) and the Causal Analysis Program Support the integration, system integrity, and modernization of DOE safety reporting systems to provide agency leadership with strategic operational data. Provide authoritative guidance on implementing agency requirements for incident prevention, investigation, and causal analysis, ensuring all activities align with Human and Organizational Performance (HOP) principles. Conduct data analysis and trending of operational occurrences to identify systemic risks, enabling the development of data-informed prevention strategies. Design, schedule, and deliver specialized training courses on event investigation and causal analysis techniques to personnel at various field sites. Travel to field locations to collaborate with technical experts and management, offering on-site support for incident responses and performance improvement initiatives.
