PLANNING ENGINEER

Job Description:
- Develop, monitor, and update detailed project schedules using Primavera P6 or MS Project
- Identify critical paths, milestones, and interface activities
- Prepare Level 1 to Level 4 schedules for various project phases (design, procurement, construction, commissioning)
- Coordinate with discipline leads to capture and reflect accurate status updates
- Maintain project cost control systems including budget allocation, commitments, actuals, and forecasts
- Track project expenditures against budget and identify variances
- Prepare monthly cost reports, cash flow forecasts, and variance analyses
- Work closely with procurement and contracts teams to monitor change orders and financial impacts
- Implement Earned Value Management (EVM) systems to measure performance
- Establish progress measurement criteria and KPIs for construction works
- Monitor subcontractor progress and productivity reports
- Identify risks to schedule and cost performance and work with project teams to implement mitigation plans
- Support preparation of risk registers and maintain updates throughout the project lifecycle
- Prepare and present project control reports to internal management and client stakeholders (weekly/monthly dashboards, KPIs, S-curves, etc.)
- Support project managers with time impact analyses and extension of time (EOT) claims preparation
- Ensure all project control documentation is maintained according to company and project procedures
Requirement:
- Degree in Engineering, Construction Management, Quantity Surveying, or related discipline
- Minimum 3 years’ relevant experience in project controls within the construction of semiconductor facilities, cleanroom environments, or other advanced technology projects
- Familiar with EPCM and fast-track project environments
- Proficient in Primavera P6, MS Project
- Strong skills in Excel, Power BI, and reporting tools
- Knowledge of Earned Value Management (EVM) principles
- Familiarity with contract administration and change management processes
- Ability to read and interpret construction drawings and schedules
- Strong analytical, problem-solving, and communication skills
- Familiarity with local Singapore construction practices, MOM regulations, and safety standards in semiconductor projects
